Gujarat State
Critical minerals, policy, and the energy transition
The Energy Transition in Gujarat, India
Gujarat, on India’s western coast between the Gulfs of Kachchh and Cambay, is expanding clean energy faster than most states. Installed capacity exceeds 46 GW, with 19 GW of wind and 10 GW of solar already meeting around 27% of demand. Construction is underway on a 30 GW hybrid solar–wind park in the Rann of Kutch, alongside 17 GW of rooftop and canal-top solar under the Surya Urja Yojana. Gujarat has bid India’s first 4 GW offshore wind zone off Dwarka, and over 5 GW of green hydrogen electrolysers are planned at Jamnagar, Dholera and Hazira, linked to refinery and fertiliser hubs. To manage variability, a 3 GWh pumped-hydro project at Ukai and 500 MW of grid-scale batteries are due by 2027. Below ground, Gujarat hosts India’s largest bauxite and fluorspar reserves, while the Little Rann’s brines yield lithium, magnesium and potash. Heavy mineral sands near Mandvi contain ilmenite and monazite, supporting solar glass, EV battery and rare-earth magnet production. With ports, minerals and clean power, Gujarat is anchoring India’s low-carbon industrial future.

A state-by-state analysis of India’s critical minerals and energy transition policies
SFA explores the state-level frontlines of India’s strategy to secure its position in the global energy transition. As demand surges for critical minerals used in electric vehicles, grid storage, solar, and hydrogen technologies, India is intensifying efforts to diversify supply, localise processing, and reduce strategic dependencies. This analysis examines how mineral endowments, state-level industrial policy, and renewable energy deployment intersect across the Indian landscape. From lithium-bearing pegmatites in Karnataka and Jammu & Kashmir to rare-earth-rich coastal sands in Tamil Nadu and Odisha, this state-by-state review highlights the opportunities and constraints shaping India’s clean-energy future and its role in global mineral security.
